Foreign Nationals’ Ownership Right of Residential House Proclamation No. 1388/2025 (“Proclamation”) is finally gazetted on October 02,2025 and entered into effect as of this date. This law allows foreign nationals to own residential housing in Ethiopia upon fulfilment of certain conditions. In the following sections, we examine the scope of such right and the conditions for ownership.
